1. 声明定位
GuGuData 提供的数据服务以公开数据、依法可获取的数据和合法授权的数据为基础，通过清洗、标准化、聚合、索引、校验、结构化和接口化等方式，帮助用户更高效地接入业务所需的数据能力。
本声明适用于 GuGuData 网站、公开 API 文档、数据接口、功能接口、示例和相关在线服务。若特定接口、订单、协议或双方书面文件对数据来源、使用范围、保留期限或安全要求另有约定，以该等约定为准。
2. 主要法律与合规依据
GuGuData 关注并遵循中国现行数据与网络安全相关法律法规及政策要求，包括但不限于：
- 《中华人民共和国数据安全法》关于合法、正当方式收集数据，不得窃取或者以其他非法方式获取数据，以及在法定目的和范围内收集、使用数据的要求。
- 《中华人民共和国个人信息保护法》关于个人信息定义、处理范围、合法正当必要诚信原则、最小必要原则和公开透明原则的要求。
- 《中华人民共和国网络安全法》关于网络运营者收集、使用个人信息应遵循合法、正当、必要原则和安全保护义务的要求。
- 《网络数据安全管理条例》关于规范网络数据处理活动、保障网络数据安全、促进网络数据依法合理有效利用的要求。
- 《关于构建数据基础制度更好发挥数据要素作用的意见》关于保护数据来源者合法权益、依法依规获取和加工使用数据、促进数据合规流通复用的原则。
3. 数据来源原则
GuGuData 的数据服务优先采用公开发布、公开披露、依法可访问或经合法授权的数据来源，包括公开网站、公开政务数据、公开公告、公开文档、公开市场信息、合法授权接口、合作方合法授权资料及其他依法可获取资料。
GuGuData 不通过窃取、绕过访问控制、非法购买、非法交换、欺诈、误导或其他违法方式获取数据。若数据源对访问、转载、商业使用、缓存、展示、接口化或再分发设置明确限制，GuGuData 将结合数据源规则、法律法规、权利人要求和业务风险进行评估，并采取限制、调整、删除、下架或停止服务等措施。
4. 数据加工与接口化
GuGuData 对依法可处理的数据进行必要的技术和业务加工，常见方式包括字段标准化、格式转换、重复数据处理、质量校验、聚合统计、历史归档、索引检索、分类标签、数据补全、错误修正和接口化输出。
上述加工的目的在于提升数据质量、查询效率和工程接入效率，不改变用户应按照法律法规、数据源规则、接口文档、订单条款和服务协议合规使用数据的责任。
5. 个人信息与隐私边界
GuGuData 不提供用于查询、出售、交换、画像、定位或输出自然人隐私信息的商业数据接口。平台不提供身份证号码、手机号码、家庭住址、通信内容、行踪轨迹、金融账户、医疗健康、未成年人信息等个人隐私或敏感个人信息查询接口。
对于 OCR、图片处理、文档处理、文本处理、二维码生成解析等由用户主动提交内容的功能型接口，GuGuData 仅按照用户指令完成相应处理，不将用户提交内容作为商业数据产品出售、提供、公开或再分发。用户应确保其提交、调用、存储、下载和后续使用相关内容具有合法依据、必要授权和合规目的。
如公开资料中可能包含个人信息，GuGuData 会结合具体接口场景采取最小必要、去标识化、脱敏、聚合、限制展示、删除或不采集等控制措施，并根据监管要求、权利人主张、用户反馈和数据源变化及时评估处理。
6. 数据安全管理
GuGuData 通过权限控制、访问审计、接口限流、日志留存、安全监测、异常告警、备份恢复、供应链管理和内部流程审查等措施，持续提升数据处理活动的安全性和可追溯性。
对于可能涉及重要数据、敏感场景或高风险使用方式的业务，GuGuData 将根据适用法律法规、监管要求和服务协议进行风险评估，并在必要时调整服务范围或要求用户提供补充说明。
7. 用户合规责任
用户应按照法律法规、监管要求、接口文档、订单条款、服务协议、免责声明和本声明使用 GuGuData 服务。用户不得将 GuGuData 服务用于违法犯罪、侵犯个人信息权益、侵犯知识产权、绕过第三方访问限制、恶意爬取、骚扰营销、歧视性决策或其他违反公序良俗的目的。
若用户将 GuGuData 返回的数据与自身持有的数据、第三方数据或个人信息结合使用，用户应自行确认其具备合法处理依据、授权范围、安全措施和告知义务，并承担由其业务场景引发的合规责任。
8. 更正、反馈与下架
如果您认为某项数据存在不准确、过期、权属争议、隐私风险、数据源限制或其他合规问题，可以通过 GuGuData 官方渠道反馈。GuGuData 将根据问题性质进行核验，并视情况采取更正、限制、删除、下架、停止接口或补充说明等措施。
9. 声明更新
GuGuData 可能根据法律法规变化、监管要求、数据源政策、产品调整或安全风险变化更新本声明。更新后的声明将在网站公示。若中文版本与英文版本存在理解差异，以中文版本为准。

1. Purpose of This Statement
This Data Compliance Statement explains GuGuData's basic principles for data sources, data processing, personal information boundaries, data security, and users' compliant use of GuGuData data APIs, functional APIs, documentation, examples, and related online services.
GuGuData's data services are primarily based on publicly available data, lawfully accessible data, and lawfully authorized data. GuGuData improves such data through cleaning, standardization, aggregation, indexing, validation, structuring, and API delivery to support efficient business integration.
2. Legal and Compliance References
GuGuData pays attention to and follows applicable Chinese laws, regulations, and policy principles relating to data and network security, including but not limited to:
- The Data Security Law of the People's Republic of China, including requirements that data collection shall be conducted in lawful and proper ways and shall not be carried out through theft or other illegal means.
- The Personal Information Protection Law of the People's Republic of China, including the definition of personal information, processing activities, lawful and necessary processing principles, data minimization, and transparency requirements.
- The Cybersecurity Law of the People's Republic of China, including lawful, proper, and necessary principles for collecting and using personal information and related security protection obligations.
- The Regulations on Network Data Security Management, including requirements to regulate network data processing activities, safeguard network data security, and promote lawful, reasonable, and effective use of network data.
- The policy principles on building basic systems for data, including protection of lawful data source rights, lawful acquisition and processing, and compliant circulation and reuse of data.
3. Data Source Principles
GuGuData prioritizes data sources that are publicly released, publicly disclosed, lawfully accessible, or lawfully authorized, including public websites, public government data, public announcements, public documentation, public market information, authorized APIs, lawfully authorized partner materials, and other lawfully obtainable materials.
GuGuData does not obtain data by theft, bypassing access controls, illegal purchase, illegal exchange, fraud, misleading conduct, or other unlawful methods. Where a data source imposes explicit restrictions on access, reproduction, commercial use, caching, display, API delivery, or redistribution, GuGuData will evaluate such restrictions together with laws, source rules, right-holder requests, and business risks, and may limit, adjust, delete, remove, or suspend the relevant service.
4. Processing and API Delivery
GuGuData may apply necessary technical and business processing to lawfully processable data, including field standardization, format conversion, deduplication, quality validation, aggregation, historical archiving, indexing, categorization, completion, correction, and API delivery.
Such processing is intended to improve data quality, search efficiency, and engineering integration. It does not remove the user's obligation to use the data in accordance with laws, source rules, API documentation, order terms, and service agreements.
5. Personal Information and Privacy Boundary
GuGuData does not provide commercial data APIs for querying, selling, exchanging, profiling, locating, or outputting natural persons' private information. GuGuData does not provide interfaces for querying identity numbers, mobile numbers, home addresses, communications content, movement traces, financial accounts, medical and health information, minors' information, or other private or sensitive personal information.
For functional APIs where users actively submit content, such as OCR, image processing, document processing, text processing, QR code generation or decoding, GuGuData processes the submitted content only according to the user's instructions. GuGuData does not sell, provide, disclose, or redistribute user-submitted content as commercial data products. Users shall ensure that their submission, calling, storage, download, and subsequent use of such content have a lawful basis, necessary authorization, and compliant purpose.
If publicly available materials may contain personal information, GuGuData will evaluate the specific API scenario and may apply controls such as data minimization, de-identification, masking, aggregation, restricted display, deletion, or non-collection, and will further review the matter according to regulatory requirements, right-holder claims, user feedback, and source policy changes.
6. Data Security Management
GuGuData continuously improves the security and traceability of data processing activities through access control, access auditing, API rate limiting, log retention, security monitoring, anomaly alerts, backup and recovery, supply chain management, and internal process review.
For services that may involve important data, sensitive scenarios, or high-risk use, GuGuData may conduct risk assessment according to applicable laws, regulatory requirements, and service agreements, and may adjust service scope or request additional information from users where necessary.
7. User Compliance Responsibilities
Users shall use GuGuData services in accordance with applicable laws and regulations, regulatory requirements, API documentation, order terms, service agreements, disclaimers, and this Statement. Users shall not use GuGuData services for illegal activities, infringement of personal information rights, intellectual property infringement, bypassing third-party access restrictions, malicious scraping, harassing marketing, discriminatory decision-making, or other purposes that violate public order and good customs.
If users combine GuGuData's returned data with their own data, third-party data, or personal information, users shall independently confirm that they have a lawful processing basis, authorization scope, security measures, and notice obligations, and shall bear the compliance responsibilities arising from their own business scenarios.
8. Correction, Feedback, and Removal
If you believe that certain data is inaccurate, outdated, subject to ownership dispute, privacy risk, source restriction, or other compliance concern, you may contact GuGuData through official channels. GuGuData will review the matter according to its nature and may correct, restrict, delete, remove, suspend, or supplement explanations as appropriate.
9. Updates to This Statement
GuGuData may update this Statement according to changes in laws and regulations, regulatory requirements, data source policies, product adjustments, or security risks. The updated version will be posted on the website. In case of any inconsistency between the Chinese and English versions, the Chinese version shall prevail.
